Immigration applications to Canada require language proof mapped to CLB (Canadian Language Benchmarks). The mapping between CLB levels and IELTS General Training band scores is published by IRCC but is not a linear function. A CLB 7 does not correspond to IELTS 7.0 across all skills. Listening at CLB 7 requires IELTS 6.0, while Reading at CLB 7 requires 6.0 as well, but Writing requires 6.0 and Speaking 6.0. Misreading this table can cost an applicant 6 - 12 months and thousands of dollars in re-testing fees. This converter uses the official IRCC equivalency chart and also calculates the overall IELTS band using standard rounding to the nearest 0.5.

Note: this tool covers IELTS General Training, which is the variant accepted for most Canadian immigration streams (Express Entry, PNP). IELTS Academic uses a different reading scale. CLB levels below 4 have no official IELTS mapping because IELTS does not reliably measure proficiency at those levels.

Formulas

The overall IELTS band score is calculated from the four individual skill scores using the official IELTS rounding convention:

Overall = round0.5(L + R + W + S4)

Where L = Listening band, R = Reading band, W = Writing band, S = Speaking band. The rounding rule: if the fractional part of the arithmetic mean is < 0.25, round down to the nearest 0.5. If β‰₯ 0.25 and < 0.75, round to the nearest 0.5. If β‰₯ 0.75, round up to the next whole number.

The CLB-to-IELTS mapping is a discrete lookup defined by IRCC. It is not a continuous function. Each CLB level c ∈ {4, 5, …, 12} maps to a tuple (Lc, Rc, Wc, Sc). No interpolation exists between CLB levels.

Frequently Asked Questions

The CLB framework measures communicative competence across four modalities independently. IELTS band descriptors do not align uniformly across skills. Listening at CLB 9 requires IELTS 8.0, but Reading at CLB 9 requires only 7.0. This asymmetry reflects the differing difficulty curves of each IELTS sub-test relative to the CLB competency descriptors.
This converter uses the IRCC mapping for IELTS General Training, which is the accepted variant for most Canadian immigration programs including Express Entry (Federal Skilled Worker, Canadian Experience Class) and Provincial Nominee Programs. IELTS Academic has a different reading scale and is not mapped here. If you took IELTS Academic, IRCC still accepts it but the reading score equivalencies may differ.
CLB levels 1 through 3 have no official IELTS equivalency published by IRCC. IELTS is not designed to reliably differentiate at those low proficiency levels. If a program requires CLB 3 or below, you typically need a different designated testing organization such as CELPIP or a government-approved alternative.
IELTS rounds the arithmetic mean of four skill scores to the nearest 0.5. If the average ends in .25, it rounds up to the next .5. For example, scores of L:7.0 R:6.5 W:6.0 S:7.0 give a mean of 6.625, which rounds to 6.5. Scores of L:7.0 R:7.0 W:6.5 S:7.0 give a mean of 6.875, which rounds to 7.0.
Yes. IRCC evaluates each skill independently. For Express Entry, you might need a minimum CLB 7 in each skill for the Federal Skilled Worker program, but your actual scores could be CLB 9 in Listening and CLB 7 in Writing. CRS points are awarded per skill based on each individual CLB level, not an average.
NCLC (Niveaux de compΓ©tence linguistique canadiens) is the French-language equivalent of CLB. The numeric levels are identical: NCLC 7 equals CLB 7 in terms of proficiency expectation. However, NCLC is assessed via TEF Canada or TCF Canada, not IELTS. This tool focuses on the English CLB-to-IELTS mapping.
